Abstract

All citizens should have equal access to heat wave reduction facilities. This study constructed a heat wave vulnerability map based on three components and proposed the optimal location of heat wave reduction facilities. The first component is the distribution of heat waves. In order to analyze the distribution of heat waves, the highest temperature data of 29 Automatic Weather Stations (AWS) located in Seoul were interpolated to determine temporal distribution throughout Seoul. In addition, buffers were configured differently according to the width and length of rivers and green areas, showing the effect of relieving heat waves, overlapping the highest temperature map. The second component is the location efficiency considering pedestrians. By considering the density of pedestrians who inevitably need to move outdoors in the event of a heat wave, the density of pedestrians at the point of getting on and off public transportation is identified. Finally, spatial equity was considered in consideration of the heat wave vulnerable group. The accessibility of the elderly and the disabled among pedestrians was considered to select the location of heat wave reduction facilities, and accessibility was derived from the density of welfare facilities, which are the main moving destinations. In order to analyze the optimal location, a total of four scenarios were constructed considering different weights on three factors, which provided optimal location information for decision-makers to utilize. This study confirmed that setting a scenario according to the value prioritized in policymaking can provide solutions to social needs and specifically contribute to more effective delivery of heat wave reduction facility services to the public, including heat wave vulnerable groups.
